The Institute

About Us

The Italian Military Geographic Institute (IGMI) provides geotopographic support to the units and commands of the Italian Army. The Institute is the cartographic body of the Italian State, according to N° 68 dated February 2, 1960, and operates under the Operational Land Forces Command. The Institute works, therefore, to provide its many users, both public and private, with authoritative cartographic products that offer a total guarantee in terms of content and official status for the description of the territory.

The Institute’s main activities are:

  • production, updating and releasing of medium- and small-scale cartography;
    aerophotogrammetric coverage of the national territory;
  • realization and management of the geographic database;
  • maintenance of state borders;
  • preservation of national historical cartography.

The Institute’s staff is actively involved in peace keeping operations.

Historical Background

IGMI was established as the cartographic body of the Armed Forces, following the unification of Italy, in 1861. At the beginning, the Institute mainly supported the Army and the Defence, while nowadays it is the National Mapping Authority, thanks to the very high quality of its products and activities. As early as 1941, in a letter dated January 20, the Cabinet of the Ministry of War appointed IGMI General Director as Chief of the Delegations of the Joint Commissions for the Maintenance of the State Borders. In 1960, by Law N°68, IGMI was established as the National Mapping Authority, and since then the cartography produced by the Institute is to be considered the State official cartography.

The Institute today

As the Institute is both the Italian Army Mapping Authority and the National Mapping Authority, it is necessary to combine the geospatial requirements of the Ministry of Defence, also depending on the agreements signed with NATO, with those asked by national and EU regulations. In 2007, the European Union issued the INSPIRE Directive, which sets out the specific requirements for spatial data that member states must comply with in order to make geographic information and databases interoperable between them. IGMI activities have therefore a double nature because of the two tasks that are carried out and are the results of the International relations of Italy within the new International geostrategic framework.

As the Institute has to carry out a multiplicity of tasks, it is playing an important role as a centre of production, study, collection and sales within the geographic information field (Cartography, Geodesy, Remote Sensing, Photogrammetry, Geographic Information Systems). IGMI is also playing a key role in the international context because of its task of integration and standardization of the geographic information together with NATO and EU partners.

Production Department

Geodesy

  • Realizing, updating, managing and maintaining (field measurements and data processing) the national geodetic networks such as: the National Dynamic Network (RDN), realized in accordance with the Prime Minister’s Decree of November 10 2011 and the NRTK network (still at a design stage) that provides the real time GPS correction and high-precision leveling network;
  • maintaining, measuring and benchmarking of the state borders by means of periodic mapping on the ground, in accordance with the applicable bilateral International agreements. Taking part in the activities of Joint Commissions and groups of homologous experts established upon bilateral agreements, signed with the bordering nations and in partnership with the Ministry of Foreign Affairs;
  • geophysical (gravimetry and earth’s magnetism) and geodetic astronomy measuring;
  • processing and maintaining the transformation parameters within the different National Reference Systems (Roma 40, ED50, WGS84 and ETRS89);
  • checking, calibration and compliance reviewing of the geodetic instruments on behalf of third parties;
  • high precision measuring, useful for checking the stability of historical buildings and monitoring crustal and surface movements in case of national major events or natural disasters.

Cartography, Geographic Databases, Photogrammetry and Remote Sensing

  • Production and updating of the State official cartography, at medium and small scale derived from Topographic Data Base (scale 1:50 000, scale 1:250 000, scale 1:1 000 000);
  • acquisition, derivation and integration of the regional data, in order to create, update and manage different Topographic Data Base (DBT) at medium and small scale (DBSN, ERM);
  • regular acquisition of high-resolution photogrammetric data of Italy through agreements with other public entities;
  • studies, researches and testing in Cartography and Topography along with universities and Italian/European public entities.

Educational Department

The Superior School of Geographic Sciences, sole entity at a National level, is in charge of carrying out the professional formation in Cartography and Topography. Every year, several courses are organized in favour of internal technical staff and a master’s degree in level II, through partnerships with the University of Florence.

Archives and Culture Department

In this field IGMI is responsible for:

  • Saving and promoting the collections of geotopocartographic materials, books and magazines, along with the photographic heritage, the original documents and the instruments acquired or used by IGMI to carry out its activity and stored in the archives and in the “Attilio Mori” Library;
  • cataloguing, digitizing and archiving all the current institutional technical documents;
  • enabling IGMI personnel and geotopocartographic researchers to consult, study and visualize all the documents stored in the Library;
  • repairing the damaged paper documents;
  • supervising the realization and the updating of the Italian official toponymy database;
  • publishing the magazine “L’Universo” and other editorial products, both in paper and digital format;
  • organizing thematic exhibitions related to the institutional activities carried out by the Institute;
  • printing and packaging of the Institutional publications.

Sales Department

In this field IGMI is responsible for:

  • Selling cartographic, photogrammetric and geodetic products in order to recover their marginal costs;
  • working on behalf of third parties, both private and public entities (priority is given to Institutional functions);
  • providing, upon request, advices to private and public entities.

National and International Affairs

Given the tasks it has been assigned, the Italian Military Geographic Institute is the Italian technical reference authority in the geospatial information field. Foreign geographic organizations consider IGMI to be the National authority for production, distribution, standardization of geospatial products.

IGMI’s main activities are listed below:

  • Signing of cooperation agreements with foreign organizations in order to share information and expertise in the geographic field;
  • signing of framework agreements as well as other acts and conventions with Regions, Provinces, Ministries and other private and public entities;
  • representing Italy at EUREF symposium (yearly organised) with its own geodetic networks: IGM95 and RDN;
  • participating to EuroGeographics activities, together with other 59 homologous authorities of 46 European countries. IGMI joined this association in 1992 and is a “full member” since September 5, 2012;
  • advising and supporting the Copernicus programme, whose Italian representative is the Istituto Superiore per la Protezione e la Ricerca Ambientale (ISPRA).
